Today, most of the goods can be imported into Kazakhstan without a license although a contract signed with the authorities has to be presented anytime. However, an import license is obligatory for a series of products: chemical products, medicines, medical equipment, petroleum exploitation equipment, waste, etc. Import of weapons of all kinds, pornography, narcotics, toxic and radioactive material, export of antiques, such as carpets, paintings, books, icons or any other items, which is considered to be of Kazak cultural and historical value is prohibited.
The documents required for completing customs clearance include, but are not limited to: Supply Contract or Agreement, Import Transaction Passport, Customs Cargo Declaration, Commercial Invoice, Shipping Documents, Packing List, Power of Attorney for Conducting Customs Clearance.
Additionally, depending on the nature of goods, customs may require the following documents: Import License; Certificate of Origin; Certificate of Conformity; Declaration of Customs Valuation; insurance documents; Statistical Card; technical documents for equipment; Quarantine Certificate; Sanitary Certificate; Veterinary Certificate; and Certificate of Company's Registration in Kazakhstan. The importer should make all necessary copies and have the original documents ready for submission if required.
The import customs tariff of Kazakhstan includes 10852 commodity sub items. Of these, 97 % of customs duties are in the band from 0 to 20 %; and maximum rates of customs duties (from 25 % and higher) which is only 2 % of the total number of goods. They represent goods that are sensitive for Kazakhstan, and that need high tariff protection.
Labeling Requirements Imported goods subject to obligatory confirmation of conformity in the form of obligatory certification or declaration of conformity should be accompanied by information in the state (Kazakh) and Russian languages. Details should include the name of the goods, country of origin, the producer, and for food items the date of manufacture and expiry, storage and handling instructions and nutrition data. |
