Import Regulations in Dominica

The Customs and Excise Division of the Ministry of Finance controls and manages the customs clearance of goods procedure. 

Prohibited Imports: counterfeit coins, false stamps, spoiled food, obscene materials, revolver in the form of stylographic pens (pencils), goods bearing the Coat of Arms of Dominica.

Restricted Imports: arms and ammunitions (require a license from the Commissioner of Police); gunpowder, blasting powder, detonators, explosives; fireworks (requires a license from the Commissioner of Police); tear gas; cigarette making implements (requires permission of the Minister of Finance); live animals (requires a permit of Veterinary Services, Livestock Development Unit, Ministry of Agriculture, Fisheries and Forestry); animal meat (requires an import permit from Veterinary Services, Livestock Development Unit, Ministry of Agriculture, Fisheries and Forestry); plants, vegetables and fruit (requires an import permit from the Plan Protection Unit, Ministry of Agriculture, Fisheries and Forestry); pesticides (requires a permit from the Pesticides Control Board).

Import Documentation: customs declaration, commercial invoice (2 copies); bill of lading (airway bills); value declaration forms; work sheets (2 copies); certificate of  origin (2 copies); duty free exemptions (FTI 101 forms, 2 copies); duty free exemptions for vehicles (FTI 104 Forms, 2 copies); Import licenses and health permits (if necessary); delivery notes (if necessary); packing list; insurance certificates; contract of sale; proof of payment; proof of exportation of goods re-imported (if necessary) etc.

Customs Duties
From 2006, general imports were subjected to five categories of duties, surcharges and taxes: import duty; environmental surcharge; customs service charge; excise tax; value added tax.

Labeling
All prepackaged foodstuff must be labeled in English. The information that is presented on the label in another language must be clearly separated from that in English. Prepackaged food labels must contain such information: Name of the Food Product; List of Components; Net Contents and Drained Weight; Name and Address of the producer, packer, and wholesaler; Country of origin; lot identification number; shelf life; maintenance recommendations; service instructions etc.
