All importers to Bangladesh have to get permits (licenses, permissions) from authorized public agents for specified items before importation. Phytosanitary certificates are required from the exporting authorities for fresh fruit, vegetables, plants and plant materials and have to be added to the products declaration before permission for treatment. Similarly, foreign health certificates have to attend meat and meat products.
Import of psychotropic and other drugs are to be licensed by the Ministry of Health. Also, there are a number of other items, which must meet compulsory requirements from the Barbados National Standards Institution. Barbados is a member of the Caribbean Common Market (CARICOM) and implemented CARICOM's Common External Tariff for products, with import duties from 0 to 20 %.
Restricted Imports: the majority of goods may be imported into Barbados, but some of them require import licenses, especially, agricultural items. Fruit, fruit juices and beer may be imported with a license.
Documentation: airway bills or bills of lading (depending on the means of import), The CARICOM document invoice (the commercial invoice is acceptable if all of the necessary information is present), The supplier’s invoice documenting all products in the shipment, the C-60 form (a declaration of particulars relating to Customs Value), A C-63 form (indicating the shipped products, the weight, the shipper, the tariff code etc. Also have to be attached). The commercial invoice and other essential Central Bank forms must also be presented to customs.
The use of a licensed customs broker is desirable while preparing import documents.
Import Tariffs Barbados is a member of CARICOM, and implemented Common External Tariff of CARICOM for goods, with import duties 0 - 20 %. Some items are liable to higher import duty rate (fruit and vegetables - 40 %, watches - 50 %, motor vehicles 45 % and jewelry - 60 %). An extra 1 % environmental levy is also imposed. The environmental levy rates are higher on motor vehicles (USD $75.00 per vehicle), refrigerators (USD $7.50 per refrigerator) and TV sets (USD $5.00 per TV set). All products that enter the country in other than containers of plastics, glass, metal or paperboard undergo a 0.75 % environmental level of CIF value. Excise tax is charged on alcoholic beverages, tobacco goods, motor vehicles, and goods, made of petroleum (E.g.: vodka USD $6.75 per liter, champagne USD $1.75 per liter, motor vehicles 46.95 %, 64.35 %, 76.34 % or 93.73 % depending on chargeable value and engine capacity). The Value Added Tax (VAT) is 7.5 % on hotel accommodations and 15 % on the rest of products and services. A lot of main food products and some goods and services (financial services, water and medical services) are duty free or exempted from the tax.
Labeling/Marking The Barbados National Standards Institution (BNSI) publishes labeling regulations. Compulsory food labeling regulations are in the CODEX Alimentarius.
Imported food goods require labels that must indicate: the name of the product, quantity, components used, percentage of components, country of origin, and keeping time. The labels of imported juices have to indicate the ingredients used in the blend. |
